On June 2, 2026, a special session focusing on cross-border e-commerce policy interpretation and compliance guidance was held at EONMAC Qingdao MAXIZM Construction Machinery Co., Ltd. A joint guidance team, composed of core members from Qingdao Municipal Bureau of Commerce, Qingdao Customs, and Shinan District Bureau of Commerce, delivered policy briefings and practical guidance on key topics including the 9710 cross-border e-commerce export model, dual-use item compliance declaration, and customs supervision essentials. The team included Ding Yang, Director of the Port Supervision Division of Qingdao Customs; Liu Xiaochen, Second-level Director of the E-Commerce Division of Qingdao Municipal Bureau of Commerce; and Liu Qianxia and Zhao Yiwei from the Foreign Trade and Economic Cooperation Section of Shinan District Bureau of Commerce.

During the policy briefing, Liu Xiaochen highlighted the policy advantages and declaration procedures of the 9710 model, encouraging the company to fully leverage policy benefits and expand export scale. Ding Yang elaborated on the criteria for identifying dual-use items and export declaration requirements based on customs practices, stressing the importance of strict compliance and risk prevention. Liu Qianxia and Zhao Yiwei provided one-on-one consultations on practical issues such as registration, statistics, and policy application based on their experience in foreign trade management.

During the session, EONMAC Qingdao MAXIZM reported that its export value through the 9710 model surpassed RMB 80 million in 2025. Ding Yang and Liu Xiaochen acknowledged this achievement and encouraged the company to further strengthen its internal compliance system while pursuing steady growth. The event served as a vivid example of collaborative efforts between Qingdao's commerce and customs authorities to deliver proactive, hands-on support, helping the company gain clearer direction for compliant exports.

Moving forward, the Municipal Bureau of Commerce and Qingdao Customs will continue to strengthen inter-agency coordination and organize more targeted training and guidance sessions to address the practical needs of cross-border e-commerce enterprises, contributing to the sustained and healthy growth of Qingdao's cross-border e-commerce industry. A representative from EONMAC Qingdao MAXIZM stated that the joint guidance provided the company with a deeper understanding of 9710 declaration procedures and dual-use item compliance management. The company will conduct internal training, review its practices against policy requirements, and ramp up investment in cross-border e-commerce, aiming to make greater contributions to Qingdao's foreign trade growth.
